PSK on 28.131...

Hi All,

Can anyone tell me what the PSK31 signals on 28.131 are?
They transmit message like this:
INFO HTTP://GO.TO/BEACONET W3NRG>HY0E03:[DM12JQ]^CA87
With changing callsigns and locators etc...
Is this Cluster info? Just curious, stumbled into it while tuning..
