The rules say "Work each station once per band" with no further guidance.  The scorer appears to be set up to exclude multiple contacts to the same station on the same band within a contest, regardless of the time block one logs it in.

I hear the 43' verticals will load up OK on 160 with a good tuner. Just make sure it'll handle a pretty high SWR at a good duty cycle & power rating given that PSK-31/RTTY are 100% "on" as opposed to SSB and CW.
