I have never used MS Publisher, so I cannot help you specifically, but one thing you might try is downloading an open source publishing program called Scribus.

https://www.scribus.net/

Since it is free, your only cost will be the time to download and install it.

Apparently Scribus development started in 2001, so there is a possibility it will open your Publisher 98 file. It is supposed to import a wide variety of files, so you might get lucky.

Not really Marty.  I’ve only used it as a end user.  However, I believe I did try a dummy net one time for the 10-10 net but don’t think they are responsive to that at all.   So, I left it alone.   My suggestion would be to find one of the OMISS net controllers and pick their brain as to how to set up a new net, etc.

I would be willing to help as much as possible though.

Same problem here in Arizona.
Monsoon season in full bloom. Every afternoon I have to disconnect the antennas.
If it gets quiet this evening, I will get on 30 Meters with PropNET and will have the ROBOT on a will listen for calls.

In my opinion this is wasted bandwidth that could be spent on meaningful info exchanges.
IMD should always be measured at the transmitter and I highly recommend acquiring a PSK meter. 
Yes I use one. 

If I am in a nasty mood and someone sends me IMD rpt I will thank him for the rpt and ask him to please explain what the number means, how he measured it, is it good or bad, and what can I do to improve it. 
Normal reply is 73.

I applaud those that wrote the software that we all enjoy on a daily basis but have failed to see why they included this in the package.

Very true.   After 47 years in service end I've found there are times when RTM in necessary .  Happened to me the other day at one of my customers.  There was a weird message on display and I did  everything I knew and went to car for manual... couldn't find a thing about solving problem.  In desperation I called manufacturer's tech support which ran me through all the programming and he was stymied too.  Finally he said to drop power, both AC & battery.  That cleared the problem.  It was last thing I would have thought of, but my job is to find a  fix quickly  and not run  up the billable hours.
 
When your stuck on something it's always good to RTFM  ... Read The Flaming Manual !
