I agree with Jerry. 

First of all, there's an article by WA3DX's wife (KC3BHD) at

This is apparently their second trip there, as the article is dated 3 Nov 2017, and they had just returned to Philadelphia. 

In the article, Fatu (KC3BHD) describes operating from Marloj Island in the Saloum Islands. The Saloum Islands would be part of AF-045, the Senegal North group, but they are explicitly listed as being excluded. My guess is that they're not really "open sea islands", but part of the Saloum river delta, and river delta islands are disqualified under rule B.1.1.

I'm here...in good shape and I generally post when I have something of value to say. to say.

I've never felt it necessary  to respond to just about every post that somebody else makes, regardless of the topic.

Suke's tower:

The concrete at the base and it's footings, in engineering speak, is called a "grade beam". It helps his tower survive the vibrations of the earthquake prone area of Fukishima, by linking the base of each leg to each other, via concrete, below the surface of the ground. That's usually done at the very bottom of the excavation. The size of the excavation, footings, and grade beams are determined by what the soils report says. Mushy soil?...keep digging baby! Hard pack clay?...much preferred.

BTW, it was 82F here today.

I found that the prop isn't the only thing working against PSK31 contacts.  I checked the statistics on PSK Reporter and found that in any given 2 hour period there averages about 1300 - 1500 PSK contacts being made as compared to an average of 838,000 FT8 contacts.
PSK31 seems to be a small percentage of the total activity.  Guess many flew the coop.  I know that I have seen lots of FT8 on both ends of 20m and also at the high end of 40m.

Here's hoping the prodigals return home in 2018.

Doesn't really matter because as you rotate antenna, you eventually hit the same compass point.  Although there is a school of thought which claims that a 5 degree tilt off the vertical axis may make a difference in working DX, but those same people believe in LDE's, UFO's and global warming (it's freezing here in Illinois !!!).
