You are correct. US-to-DX is fine. Make sure you read the info on the ARRL website carefully for the Outgoing Bureau. US-to-DX should all be sent through Newington, CT, not your area's

includes 4 from PSK31 contacts (TU OO2T, OK2PKY, DK9KW, S550ACP).
Although I am not a card sorter, my guesstimate
