Every chance it could be Canadian. Just so we all are on the same page here are Canada recommended frequencies.
7000 - 7035 CW
7035 - 7040 CW, Narrow Band Digital with other Regions

It would have to be Canadian or other DX phone. U.S. stations are not allowed phone below 7125. Lots of OO's listen to band edges for that sort of thing.

The only thing I find wrong with 7.070 frequency is there is lots of phone activity on that portion of the band. I think some of it comes out of Canada, I'm not sure if you up north of me and can hear

I have just heard back from my Elmer and he assures me that I can operate PSK at 7.070 with no fear of being cited for an infraction of the rules.

Moore, OK has once again taken a big hit. This is the 3rd major tornado since 1999 and
all 3 have tracked within blocks of each other. Death toll numbers are going up and down
