Just made up a bunch of envelopes for DX Bureaus. Al the onesies/twosies will go to ARRL.

My approach would be the following:
- Separate out any set of cards for a single country that totals at least one full ounce. (Sounds like you have already done that with DL, I and JA.)
- Send

Seems like a good way to go. The Paypal method would be a nightmare for incoming bureaus, but since Incoming Bureau is ARRL sponsored , I doubt that would happen.

If you have a PAYPAL acct you can ship through them and it is easier and use the first class rate for a
package you can mail up to 13oz this way use a plastic self sealing envelope and you can stuff

The standard USPS post card is or at least was 3 1/2 by 5 1/2. I have not seen a current post card so have no idea is they even still sell them.

Postal regulations ! They vary from U.S. to Europe and other parts of world. Many QSL cards are sent as postcards... it's a few cents cheaper

Oh, I use a regular point red sharpie to enter the other call sign on the card. It stands out. The rest of the info is done with a fine point black sharpie. Found ink tends to smear and bleed on
