They may not count for DXCC but they still count for certain grid awards.
In fact, at least one award program (www.gapawards.com) has a special category for "wet" grids that don't contain any

Thanks Barry, VB7150, we struggled but got the contact completed. Your signal was very strong at first, but then really faded and when we closed you were down in the mud.

I agree about unpopulated grids.
Also need to factor in the Black Holes of which there appear to be a few.

Some grids are rarer than others, but it depends on which part of U.S. you live in as well propagation/band conditions.
For us in the Midwest East coast grids are pretty easy, but stuff in Western
