A remote somewhere. The VP2 call could also have been a physical visit to one of the islands there. (Interesting that it doesn't have the extended prefix--a V, E, or M-to indicate the right island.) The remote doesn't have to be the Caribbean either--could be in the US. After all, no one has seen any other stations from the Caribbean at the same time.

He was spotted on 6m (!?!) on 24 June this year, but only spotted by two W1 stations. That really sounds to me like he's using a W1 remote station. One of those stations included in the DX spot that he suspected a US-based remote.

The fact that he QSLs doesn't mean he's where his callsign says he is. I really suspect that he hasn't set up his online accounts to show his operation from a remote and is just reflexively or automatically uploading from his log.

Here is a QRZ>COM listing for him as YB8MAN/VP2 and that my be an explanation.  However, all the data is exactly the same as the YB8MAN listing.  Possibly a remote station in Carribean ???

I have very little doubt that the operator is YB8MAN. What I question is whether his station is in Indonesia. My thought, with no evidence other that the extremely unusual propagation you noticed, is that he's using a remote station somewhere in the US and QSLing incorrectly, probably unintentionally.
 
I saw and worked him too on 40m, about two weeks ago. There were other stations on the band then, but he was clearly the loudest.

  I called cq on 20 meter PSK tonight (Sat from2002 yo abt 2035z.
there were about 5 FT8 stations, rthere, all; scattewred vy the time I was through, in
much the same way PSK signals do.

I either have a problem with my signal, 
or I have bad breath.

BTW its now sun 0153z and will be on20 untill
the XYL rungs the dinner bell.

You might be able to pull off the rare 11-bander (if they could work all bands)!

(Ron N3CHX and I have occasionally run the bands during a contest--he's about 3 miles away. But we've only done at most 7 bands in a single day, and have never worked the WARC bands or 60.)

Same here.  I've seen nothing.  Been watching PSK Reporter and all they've shown on 20m for Hawaii is a couple of FT8 and about 3 or 4 CW stations.  Was going to cast and eye on 40 & 80 later tonight, but given the PSK "participation" think I'll watch the ball game instead.

Looks like flaky prop.  Been listening all day and stations are there one minute and gone the next.  Worked a Polish station through an entire QSO and that was about it for Europe.  Saw a few flickers towards Europe and turned beam west to catch whatever was out there.  Kansas QSO Party and couple stations were in a gone and a CQ.    Yucks, terrible prop !  If things don’t improve I may take up basketweaving, hi !

Well, yesterday, in just the short time from 1600L to 1800L, I had solid PSK-31 contacts (and long, enjoyable QSOs) from my QTH in Florida with Germany and with a ham camping in the mountains of Montana.  On 20 meters with 40 watts and a simple dipole.  So the bands are not a empty as everyone is complaining about on this forum -- you just have to be persistent in  trying and lucky on propagation.
