Yes. I've done it a few times, and I'm considering doing it in the future for the same reason you suggest.

I haven't done the math recently, but even under the old fees (without the $7 per order surcharge), it was close to break-even with going through ARRL. With the current charges, the scales will absolutely tip. The key will be sending full one-ounce envelopes to the bureaus.

Let's say you send a full one-pound package to Newington. You'll pay $1.15 per ounce (times 16 ounces), plus $7, plus the actual postage (maybe $3 or $4 depending on rate). 

If you can break this up into 16 one-ounce packages to individual bureaus, you just pay 16 times $1.15. You save the $7 fee plus the postage to Newington.

So it would behoove a small group of friends to pool their outgoing cards, and ship them collectively to the individual bureaus. Perhaps there's a subset of other countries that we'd rarely accumulate the 8-9 cards necessary to make a full ounce, but it's probably still better to send 2 or 3 cards to a bureau.

Just trying to figure out an alternative if I should decide to drop ARRL membership. ( Some of use here in area aren't very happy with some of the stuff that has been going on with the League. )    Up until I quit the 16 years of Incoming QSL Bureau , my cards were shipped through NIDXA (which runs 9th Incoming Bureau) at no charge.  
 
Just got a shipment of cards from Bureau ... about 30 cards... mostly German & Italian...  almost all PSK.  I've got into the habit of just filing the cards where there is no indication of "PSE" or "TNX" QSL with answering.  Have like 6 shoe boxes full of QSL from 336 countries.  Don't really need any more QSLs, but I will answer out of courtesy if they follow rules (hah, mine on QRZ page !). 
 
Well, I've another couple months to decide what to do.
 
Pretty sure I have all the endorsements cleaned up as of this morning.  Sure home JB  can keep up with me,  hi !
Still have that 5R8 stuff  which I don't know what to do with it.
 
I was doing a little survey of my own and found I'm not the only one who has trouble bring up LONP standings, looks be at least another dozen or so.

Yeah ya have to be a certain kind of individual to wade into one of the biggest contests out there with only a few watts.
It's kind of like swimming off the Great Reef with no shark repellant. ( or Cape Cod from what I just read)  Lots of great whites coming up here this season.

Yep I noticed.  Stayed on 40m almost the whole FD because the action kept coming.  I saw at least 30 stations on the band at once at times.
Got a personal record of 40 Q's during the time I operated and that was QRP by the way.  I can only imagine what the big guns were doing.
It was a 40m feeding frenzy.  I sure hope it looks like that for the Firecracker.

40m was utilized  below 7070 down to at least 7069.  The upper end was utilized far above the usual band edge. There was also some activity on 80m during daylight hours.

Yes, I did. The waterfall was full (a "waterfull"? No, I wasn't creative--it was a typo that I started fixing.) much of the day.

Frankly I don't think that propagation changed just because someone in Newington scheduled an "event". (Remember, it's not a contest.) Makes you wonder what might happen if more of us used that band when we didn't think there was anyone to talk to.
