Bill is exactly correct. The .15 is the giveaway, for precisely the reason that he states.

This is from way back in 1999, when PSK first came out (and PSK31 was the only variant). By 2000, new software had come out (DigiPan was one of the first) that did the tuning in the software instead of the hardware, so the "down to the Hz" went away. With most radios and software setup using a 3kc waterfall bandwidth setting the radio at 14.070150 leaves a bandwidth of 2.850kc in our normal range so it is a very small difference on 20M.  40M is 10kc off the current range so nothing would be seen of PSK there.  Just a huge difference between current use of a radio setting and the waterfall using the 3kc bandwidth and then when you had no bandwidth.

I believe it is the original frequency list from before PSK software had waterfalls with see and click.  That is why the frequency is listed down to the hertz level.  You had to set your radio on the exact frequency blind to make a contact.
