They may not count for DXCC but they still count for certain grid awards.
In fact, at least one award program (www.gapawards.com) has a special category for "wet" grids that don't contain any land.

P.S. For those that don't recognize GAPA, it's the renamed awards that were formerly known as TARA's grid and prefix awards (which actually, even longer ago, started out as PODXS and 070 awards).
