Sounds like someone needs to learn the difference between a VOLUNTARY band plan (http://www.arrl.org/band-plan) and FCC rules (http://www.arrl.org/frequency-allocations).

right on top of stations in QSOs and stations calling CQ.  He FAILS to identify.  With a vertical, I have no way of getting an azimuth on him.
