The only "level playing field" that I am aware of is WRTC Championships every four years.

Actually, I really don't think there is any such thing as a "level playing field" in ham radio because there are just too many variables in equipment, antennas and propagation. The only way that the playing fields could be leveled is if everyone was at the same station location.
